RutledgeLee Rutledge, Ed.D., Senior Associate of National School Reform and Director of Personalized Learning, provides leadership coaching to state teams to strengthen school turnaround and teacher effectiveness initiatives, increase the use of evidence-based instructional practices, and facilitate school redesign to accelerate learning in underperforming schools and districts. He builds the capacity of states and districts to design and implement large-scale competency-based education initiatives. Previously, Lee was appointed by the Governor to the Maryland Council on Educator Effectiveness. In addition, he served on the executive board of the Baltimore Teachers’ Union and on the Joint Oversight Committee responsible for implementing landmark performance pay and peer review systems. Lee taught at the elementary, middle, and high school levels and was recognized as a model teacher. His areas of expertise include school redesign, leadership development, equity initiatives, curriculum design, student growth measures, and compensation reform.
